SACRAMENTO, Calif. — June 28 is the first day you can start blowing up "safe and sane" fireworks through the Fourth of July. But what does "safe and sane" mean? Here is what you need to know about how to set off fireworks legally for Independence Day.
Fireworks that earn the label of "safe and sane" don't explode and they don't leave the ground.
If someone wants to recreate similar fireworks shows like the kind you see at fairs, it gets complicated. A pyrotechnician and a safety officer will have to be on hand and you will have to file for permits in order to host that type of display.

According to Jason Lee, fire marshal for Sacramento City Fire Department, the only place someone can legally buy fireworks is at a fireworks stand.
A potential fireworks vendor will need to represent a non-profit organization if they're thinking they may want to apply for a permit so they can start selling fireworks.
Once they get the legal hurdles of permits from both the fire marshal and the city, they will have to enter a contract with a fireworks wholesaler like Phantom Fireworks or TNT Fireworks. The vendor would work on a consignment basis with the wholesaler they chose.
The number of reports of illegal fireworks used in Sacramento County has significantly increased, according to Sacramento County Sheriff Department data. more than 1,000 reports on the use of illegal fireworks.
In 2018, Lee said the fire department teamed up with police department and seized 2,300 pounds of fireworks. Lee said, so far in 2019 police have made two arrests and seized 200 pounds of fireworks.
Sales allowed through July 4:
Rocklin, Roseville, Folsom, Rancho Cordova, Sacramento, and West Sacramento, and unincorporated Sacramento County.
Sales allowed through July 5:
Isleton, Winters, Woodland, and unincorporated Yolo County.
Use allowed through July 4:
Rocklin, Roseville, Folsom, Rancho Cordova.
Use allowed through July 5:
The City of Sacramento and unincorporated Sacramento County.
Galt, Isleton, Woodland and unincorporated Yolo County has no date or time restriction on when you can use safe and sane.
