CITRUS HEIGHTS, Calif. — Citrus Heights police officers arrested a man accused of domestic violence after a nearly two-hour stand-off Monday night.
Shortly before 4:40 p.m., officers received a report of a domestic violence incident at the 7500 block of Tiara Way. The caller said her boyfriend, later identified as 41-year-old Justin Phillips, physically assaulted her.
When they arrived, officers found the victim was cut in the head with a knife and that Phillips ran away.
Two hours later, police said they received reports of Phillips being spotted at the 7500 block of Sunrise Boulevard.
When officers found Phillips, they said he immediately ran into a senior living facility and climbed onto its roof.
Police said they surrounded the building and tried to get him to come down. They said he appeared to be under the influence of drugs and was acting erratic.
While on the roof, Philips waved a firearm and threatened to shoot the officers, officials said. At one point, police said he threatened to detonate an explosive device.
Police said three officers then fired at Phillips, wounding him and causing him to drop the firearm. The firearm was later determined to be a replica.
Phillips came down from the roof around 10:15 p.m., ending an almost two-hour standoff. However, once on the ground, police said he remained uncooperative.
Officers said they used “less-lethal munitions” and a canine unit to take Phillips into custody. He was taken to the hospital for his injuries.
Phillips was on CDC Parole for burglary. He was booked into the Sacramento County Main Jail on suspicion of armed robbery, domestic battery and assault with a deadly weapon.
The three officers who shot at Phillips have been placed on administrative leave per the Citrus Heights Police Department’s policy while an officer-involved shooting investigation is conducted.
