SACRAMENTO, Calif. — Surveillance video shows a shirtless man trying to force his way into a Sacramento home — one of several similar events in recent weeks.
Neighbors are concerned that these incidents don't lead to arrests.
"This is not a one-off. This is happening more and more and we have reason to be worried," said neighbor and Land Park Community Association President Kristina Rogers.
In a July 14 video, the shirtless man can be seen repeatedly jiggling the door handle and gritting his teeth into the camera at 4:30 a.m.
Another surveillance video, also in the Land Park neighborhood, shows a man throwing a log at a neighbor's front window on July 8.
While both homeowners called police, no arrests were made.
Officer Anthony Gamble, spokesman for the Sacramento Police Department, said in the July 8 case, that was because there was no damage to the home. In the July 14 case, the man received a notice of trespass, meaning he could be charged if he returned, Gamble said.
California State Assembly Member and Sacramento mayoral candidate Kevin McCarty said the fact that police could not make arrests are force the men into drug treatment represented a "flaw in the system."
"I think the current system, people slip through the cracks and there’s not enough accountability. So, I think there’s two parts to the equation. Changing some of our state laws as well as having adequate staffing of our police department," McCarty said.
"For me, as a woman myself, if I’m at the home by myself, it really scares me," Rogers said.
Gamble said the department understood the neighbors' frustrations, but emphasized that the police cannot violate a person's constitutional rights and arrest them if they don't determine there was a crime.
But he says if someone comes knocking on the door in the middle of the night, residents shouldn't hesitate to call police.
