California bill looks to help guests surprised by list of chores at short-term rentals

A new bill would bring more transparency by requiring disclosure of cleaning fees and related cleaning requirements at short-term rentals.

SACRAMENTO, Calif — One of the last things people want to be surprised by at the end of their vacation is a list of chores and fees, but changes could soon be coming to help ease the checkout process for vacationers staying at short-term rentals across California.

A new bill, sent to Governor Gavin Newsom Monday, would bring more transparency by requiring disclosure of cleaning fees and related cleaning requirements at short-term rentals.

The bill’s author, Assemblymember Anthony Rendon, said people staying at short-term rentals — like Airbnb — are often subjected to a list of chores like changing sheets or doing laundry before they head out. 

At an assembly committee hearing, Rendon said guests are often not told about the cleaning duties until they are checking out.

Owners would be required to clearly state the list of duties and any potential fees or penalties on their listings during the booking process.

This is building off a law requiring all fees when staying at hotels to be included when booking a stay, which went into effect on July 1.

Owners of short-term rentals who fail to disclose cleaning requirements would be subjected to a civil penalty.

If signed into law, the new rules would go into effect July 1, 2025.
