SACRAMENTO, Calif. — A suspicious package containing unbleached flour was received at the California Secretary of State headquarters in Sacramento.
Officials said the package wasn't opened, but it was handed off to authorities. They are still trying to figure out where the package came from, but it appears to be part of a trend of suspicious mail received in at least 15 other states.

"Field testing and presumptive chemical test by state law enforcement revealed that the material contained within the package was non-hazardous and tested positive for unbleached flour," said Secretary Shirley Weber. “While the substance is non-lethal, state and federal authorities will continue to investigate the incident."
Local election offices are being advised to take precautions before handling any mail.
“We will continue to work with state and federal law enforcement authorities on responding to any threats to California elections officials or workers,” Weber said.
