Elk Grove traffic delays expected amid 2 construction projects for sewer, railroad

Water pipeline construction affecting Franklin Boulevard starts Tuesday and is expected to cause traffic delays until early 2025.

ELK GROVE, Calif. — Two construction projects starting soon in Elk Grove could cause significant traffic impacts, and one is expected to continue through 2025, the city said.

The Sacramento Area Sewer District starting Tuesday evening and lasting until early 2025 will close the northbound Franklin Boulevard lanes for water pipeline construction, and Union Pacific railroad company has scheduled extensive repair work from Saturday to Monday at the railroad crossing at Bond Road requiring a full road closure at that location.

Water pipeline construction

Sacramento’s sewer district will close northbound Franklin Boulevard lanes Tuesday evening between Sims Road and Laguna Boulevard to accommodate the Harvest Water pipeline construction, according to a city of Elk Grove news release.

The construction is expected to last until early 2025, the city said. Drivers are encouraged to use alternate routes whenever possible in this area.

To maintain two-way traffic at all times, the district said southbound lanes on the west side of Franklin will turn into one lane in each direction. Additional sections of work on Franklin Boulevard will be between Laguna Boulevard and Elk Grove Boulevard, and Elk Grove Boulevard to south of Whitelock Parkway.

The entire project, slated for completion in 2027, will deliver drought-resistant recycled water to agricultural lands and existing habitats in southern Sacramento County, the district said.

Water will be delivered from the EchoWater Resource Recovery Facility located along Laguna Station Road, according to Jill Scofield, a project spokeswoman. The pipeline being constructed will travel from the facility all the way down to Twin Cities Road, and pipelines are also being constructed along multiple other roadways south of Elk Grove.

The EchoWater facility recently went through a $1.7 billion upgrade, and water produced there now meets water quality standards for unrestricted recycled water use, including the irrigation of food crops, Scofield said.

Current road closures for the project include:

  • Franklin Boulevard between Hood Franklin and Core roads is closed through mid-November 2024.
  • Franklin Boulevard between Twin Cities and Point Pleasant roads is also closed through mid-September 2024.
  • Lambert Road between Bruceville and Point Pleasant roads remains closed through late August 2024. 
  • Eschinger Road between Carroll Road and West Stockton Boulevard is closed through early 2025.

Twin Cities Road between Bruceville Road and Franklin Boulevard is now open, providing through access between Interstate 5 and Highway 99, the sewer district said. Road closure timing is subject to change, and local residents can access their properties at all times throughout construction.

Railroad repair

Union Pacific’s railroad crossing repair at Bond Road will require a full road closure from Saturday to Monday, the city of Elk Grove said.

Weekend drivers should plan for additional travel time to use detours onto Elk Grove Boulevard or Sheldon Road via Elk Grove Florin Road or Waterman Road, the city said.
