Lottery for affordable Elk Grove apartments opens

The lottery will close on Oct. 20 at 11:59 p.m.

ELK GROVE, Calif — The opportunity to get into one of Elk Grove's latest affordable apartment projects will be determined, in part, by a lottery.

“There’s an incredible amount of need in this area, and so we have, historically, have received 5,000 applicants in our last lottery process. Doing a random process ensures fairness and equity with respect to those who are ultimately selected to move forward with the process,” said Joshua Tovar, management analyst with the City of Elk Grove.

The lottery opened on Sept. 20, but it'll continue through Oct. 20. If your number is called, you'll be able to complete an application for one or both of the new complexes.

One option is the Lyla Apartments, a 294 multi-family unit development at 9124 Bruceville Road. The other is the MOSA Apartments, formerly known as the Poppy Grove Apartments. It's a 387 multi-family unit development at 10129-10149 Bruceville Road.

Most of the units will be available to households making 30% to 80% of the area median income for Sacramento County, however the majority of units are for 60% area median income households, according to the City of Elk Grove. There are one-, two- and three bedroom units available.

People aren't allowed to enter the lottery multiple times.

If you're in the top 600 after the randomized ranking, you could be asked by the leasing staff to fill out an application, but there's no guarantee that a unit at your preferred rent level or number of bedrooms will be available.

Following the lottery, the outreach starts in October or November.

The first move-in dates are expected in late December 2024 or early January 2025, but construction times could play a factor. It could take six months before all the units are finished. Tovar is expect about 147 units to become available before the rest are done in a phased approach.
