2 arrested, accused of mail and retail theft by Folsom police

FOLSOM, Calif. — A man and woman were arrested Tuesday in Folsom and accused of mail theft.

Ruben Carrillo, 43, and Mariah Marshal, 28, both of Stockton, were arrested around 2:15 p.m. after an officer on patrol at the Palladio shopping center noticed Marshal acting suspiciously as she entered Nordstrom Rack, according to a Facebook post by the Folsom Police Department.

The same officer began to notice Carrillo in a nearby vehicle acting suspiciously, the department said. The officer spoke to Carrillo, who allegedly provided a fake name to the officer and said he was from the Stockton area.

“The officer noticed a package in plain view inside the vehicle that did not appear to belong to him as it looked like it was postmarked and had a Folsom delivery address,” the department said.

Suspecting the package may be stolen, police said the officer detained Carrillo. Officers inside Nordstrom Rack were reportedly alerted by employees that Marshal was seen stealing clothing items from the store, police said. She was shortly detained, according to law enforcement.

Due to Marshal’s parole status, police said they conducted a search of the vehicle and allegedly located a large garbage bag in its trunk containing more than 500 pieces of mail from the Folsom and El Dorado Hills areas.

The department said the mail theft was referred to the U.S. Postal Inspection Service who will complete the investigation.

Carrillo was arrested and accused of falsely identifying himself to any peace officer and larceny, police said. Marshal was arrested on outstanding warrants and accused of larceny, police said.

Both were booked at Sacramento County Main Jail, according to law enforcement.

Carrillo was released Tuesday, jail records show.

Marshal was booked into jail Tuesday evening and faces one felony and one misdemeanor charge in connection with theft, jail records show. She is ineligible for bail.
