SACRAMENTO, Calif. (AP) - The Federal Aviation Administration has found that a sky-diving instructor and a first-time jumper died after both of the instructor's parachutes failed to open during their tandem jump near Lodi.
Instructor Yong Kwon and 18-year-old Tyler Turner died on Aug. 6 near the Parachute Center in Acampo. Kwon was found with his hand on the lever for a backup parachute.
The Sacramento Bee reports that In a report this week, FAA spokesman Ian Gregor said Kwon's main parachute failed to fully inflate and a backup parachute also failed.
The FAA is still trying to determine what actions, if any, to bring against the Parachute Center.
