Placer County Planning Commission says application for Morgan Crossing project incomplete

County staff said the discussion and consideration of the merits of the Morgan Crossing project will happen after the application has been deemed complete.

PLACER COUNTY, Calif. — The Placer County Planning Commission voted Thursday to uphold the staff's analysis that the Morgan Crossing project application is incomplete, therefore denying the applicant's appeal.

Morgan Crossing is a proposal to build houses on the golf course in Morgan Creek, a subdivision in the Dry Creek West Placer Community Plan, about two miles west of Roseville. The proposal is to build 67 homes and modify the golf course from 18 holes to 9 holes to have room for the homes.

Placer County Planning Director Chris Pahule said this appeal hearing is rare because it challenges the staff's determination that the project application is incomplete and the processing of the project hasn't even begun.

"The county has a number of customer-friendly processes in place to avoid this type of disagreement," Pahule said at the meeting.

The application was determined to be incomplete by staff, and the applicant filed to appeal that determination.

Pahule said he has received a number of emails and comments opposing the Morgan Crossing project. He said it was also likely to hear public comment along those lines at the meeting.

Pahule said the discussion and consideration of the merits of the Morgan Crossing project will happen after the application has been deemed complete, the project's environmental analysis has been prepared and staff has thoroughly evaluated the project's adherence to county policies and standards.

Travis Brooks of Miller Starr Regalia appeared on behalf of Morgan Creek and asked the commission to deem the application complete.

"We're not trying to force you to approve the project today, we just want to get to that next stage," Brooks said.

Several people living in Morgan Creek attended the meeting opposing the Morgan Crossing project proposal and supported the county staff's determination that the application was incomplete.

"Every person in this audience and every person in Morgan Creek stands to lose a lot of money in the equity of the values of their home... I did the numbers this morning, anywhere from $200,000 to $300,000," said Steve Rath, a real estate broker.
