A felony complaint filed by the Sacramento County district attorney shows that 31-year-old Joshua Roland Vasquez was charged with 12 counts of sex and oral sex with four different minors, all between eight to 10 years old.
All of the sex acts documented in the complaint occurred between Sept. 1 to Nov. 17 of this year, the day police began their investigation.
Vasquez worked as a program leader for the Sacramento's "START" after school program and also worked as a part-time employee with the Sacramento City Unified School District.
Vasquez was a part-time employee at Mark Twain Elementary since 2009, which had some parents extremely concerned. They said Vasquez was also working in the halls and cafeteria in addition to his after school duties.
Kim Willis and Sarah Tovar both have daughters at the school. They're now concerned Vasquez may have been more than just a popular teacher.
"[Students] are always talking about his exciting his class was, dance classes, certain things like that. He's somebody that all the children know. He's around all of them," said Willis. "[My daughter] said he was fun. All the children loved him. They laughed, they joked, they played around."
Tovar described Vasquez as a caring and involved teacher, but now she's wondering if his actions weren't so harmless. "My head goes in circles because [I wonder] 'why does [my daughter] like being at this after school program so much?' Unless it's just because the attention that [students] got there," Tovar said.
Willis said what's even more troubling was what she didn't know. Last week, the school notified families that police were looking into an employee for sexual assault allegations.
"All they've done is sent the message. We're wondering what's going on," said Willis. "Then next day when my child came home we got a letter said the same thing as the message did so that didn't give us anymore info."
Willis was just hoping for answers and some reassurance that her child has a safe place to learn.
"It was just devastating. You wanna know. What? Did it happen at the school? Was he alone with the kids? What was the staff doing where were they at?" questioned Willis.
Vasquez was arrested Friday and was being held on $2 million bail.
Police believed there were more victims and urge anyone with more information to contact the Sacramento Police Department.
