City council approves parking lot improvement project in Historic Roseville

ROSEVILLE, Calif. — The Roseville City Council took a step toward approving a new parking lot in Historic Old Town Roseville.

The city council approved establishing a new Capitol Improvement Project at a Wednesday meeting. The project would be to build new public parking in Historic Roseville. The lot would be located near Lincoln Street and Pacific Street, to the right of the Boxing Donkey. There's an existing parking lot there, which could be expanded upon if the parcel is purchased.

The parcel of land where the parking lot would be built is currently owned by the Union Pacific Railroad Company. The city council adopted a resolution to approve a Letter of Understanding covering the possible sale of the parcel from Union Pacific Railroad to the city. 

According to staff documents, the city did a parking analysis in 2017 which found a parking shortfall of about 90-160 spaces during peak times in the area.

The parcel is 1.64 acres and once the project is completed, there will be about 110 parking spaces in the area. The city and Union Pacific Railroad Company previously agreed on a purchase price of $800,000.

The acquisition of the property is anticipated by March 2025, according to Assistant Public Works Director Stefanie Kemen. The design of the parking lot will happen next along with a construction timeline.

During the meeting, Krista Bernasconi asked when the parking lot would be operational.

"If we acquire the property in March of 2025, I could say a year later we could likely be constructing, so construction season of '26," Kemen said.

The estimated cost to purchase the property, mitigate stormwater in the northern section of the parcel and design the lot is about $2.17 million. According to Kemen, the $2.17 million has a lot of contingencies with it because they are so early in the process. Leftover money from the estimated cost of the acquisition and design phase will roll over to the construction phase.

Construction is estimated to cost about $3.1 million with the final budget to be approved by the city council at a later date. Staff will return to the city council for project approval and authorization to bid.

Kemen said in the future the parcel could accommodate more parking if there's a need. She said the city is doing an updated parking analysis in Downtown Roseville and Historic Roseville with an update to the city's management plan. A three-story parking garage, if there is a need, could be built on the parcel. In a mock-up of a potential parking garage, it's estimated to include about 476 spaces and cost about $20.8 million, according to Kemen.
