CALIFORNIA, USA — Construction is underway for affordable apartments in Placer County near Roseville.
The groundbreaking for Terracina at Winding Creek happened Tuesday. Once complete, it will be a 284-unit apartment community split into two sites located along Westbrook Boulevard and Lower Bank Drive.
The project is broken down into 97 one-bedroom units, 116 two-bedroom units and 71 three-bedroom units, according to USA Properties Fund.
“Roseville has long been a leader in assisting with the development of affordable housing, and we are committed to building our share,” Roseville Mayor Bruce Houdesheldt said in a statement. “We made the commitment back in 1989 when we instituted the 10% affordable housing goal. This goal helps ensure that there are housing options for all members of the community, spread throughout our city, and makes Roseville a welcoming place.”
People making 30% to 70% of the area median income for Placer County, which is up to $81,110 per year for a five-person household, can qualify for the apartments.
USA Properties Fund said for a five-person household in a three-bedroom apartment at 70% of the area's median income would be less than $2,150 per month.
However, the developer said these prices may fluctuate and be slightly higher when the community is set to open in early 2026.
“Roseville is a very special place. It is a family-friendly community with a vibrant economy and many career opportunities for residents,” Geoff Brown, President of USA Properties Fund, said in a statement. “Terracina at Winding Creek will open the door to much-needed affordable housing and many more opportunities for residents.”
The community will also include a community room, a courtyard area with play equipment, computer workstations and nearly 500 parking spaces, according to the developer.
