ROSEVILLE, Calif. — The developers of a project in Roseville unveiled a new design Monday for a future development site along Phillip Road.
The project was originally proposed as the Roseville Industrial Park, but after pushback from the community, Panattoni Development Company paused the application process to create a new vision for the site. They met with Roseville residents in summer 2023 to get community input on the site design.
The original project was proposed as an industrial site, raising concerns with residents about potential truck traffic.
Abbie Wertheim, a senior development manager with Panattoni, said the new proposal reduces truck traffic by at least 75% from the previous proposal.
"That was at the heart of the conversations we had with the community and we took that really seriously, so this proposal comes back with a plan that again tries to balance the needs and goals of having an economic engine that the city of Roseville wants, but significantly reducing the truck traffic and focusing on the types of users that don't need a lot of trucks that create very high-quality jobs and that create really great uses in the neighborhood and in the community," Wertheim said.
The project site was identified as a future business park and jobs center in 2006 before any homes were built in the area, according to Roseville.
"It's a balanced project that will bring high-paying jobs to Roseville, contribute to local housing needs, preserve active and passive open space, and allow for critical commercial and retail services," Wertheim said.
Because the original design was more industrial, the new proposal has fewer jobs and Panattoni is working on finalizing an economic analysis to determine how many jobs the new proposal projects.
Previous Proposal
The site was originally imagined to include up to 15 buildings, totaling 2,430,000 square feet. While nothing was set in stone, some of the businesses that could have been included were research and development, light manufacturing, warehousing, distribution, a potential electrical substation or office space.
New Design for Phillip Road Site
The Phillip Road site is 180 developable acres, according to Panattoni.
Development
More than 1,000,000 square feet are planned for innovation and advanced manufacturing space.
About 30,000 square feet are planned for retail space and more than 20,000 square feet are planned for medical space. The retail and medical services will be along Blue Oaks Boulevard so they're easily accessible for residents, according to Wertheim.
According to Panattoni, the non-residential buildings will be capped to no more than 50 feet.
Wertheim said they spent time in the community and hope people see this revised proposal includes the ideas residents brought up in the meetings.
"We took all that feedback very seriously. We heard the need for medical offices, we've included that in this proposal. We've studied it. We've also included a retail component which was also something that the community said and we feel like we've right-sized those spaces so that they're really local serving. They're not so big that it would be a wall and create additional traffic, but rather that they're meant to serve that area, that regional community right there," Wertheim said.
Residential
A new addition to the design is about 100 acres of residential development including high, medium and low-density housing. There are 813 housing units planned for the project.
Open Space
There are 30 acres of new parks and open space being proposed as part of the development. There is also a buffer area planned between the Winding Creek neighborhood of about 1,000 feet. Existing bike and walking paths will also be connected throughout the property, according to Panattoni.
Winding Creek is a community in West Roseville of more than 2,000 new homes and apartments. The approximately 500-acre Winding Creek community will also include an elementary school, four parks, and a retail center among other trails and protected land.
The next steps are for Panattoni to submit the proposal to the city and go through the public entitlement process.
