SACRAMENTO, Calif. — Investigators are looking for tips about possible additional victims of a high-risk sex offender after his February arrest.
According to the Sacramento County Sheriff’s Office, 44-year-old Scott Prange was shopping for a promise ring with a 15-year-old girl in Rancho Cordova. The store clerk thought the behavior between the two was suspicious, so he called dispatch.
Deputies detained Prange in the parking lot and found he was a tier-3 sex offender out of compliance with his registration and had a warrant out for his arrest. The sheriff’s office says tier-3 offenders are the highest risk category for the most serious crimes.
When deputies detained Prange, they also found he had thousands of child porn videos involving infants, children and pre-teens. He was booked into Sacramento County Main Jail on numerous child sex charges where he is being held without bail.
Investigators say Prange, while he was still a parolee at-large, created videos of him sexually abusing a 7-year-old girl in Placer County.
He was also in contact with children across California including in Sacramento County, Merced County, Placer County and San Luis Obispo. An additional 12-year-old victim was identified from Georgia.
Investigators believe Prange stayed with numerous families and had access to children in Sacramento, Placer and Butte counties. Prange also has ties to Jefferson County in Kentucky, Snohomish County in Washington and Ingham County in Michigan.
