113 affordable apartments in South Sacramento breaking ground next month

Sacramento received a $2.5 million grant after becoming the first city recognized by state officials for its 'pro-housing policies.'

SACRAMENTO, Calif — Sacramento's latest 113-unit affordable housing project will break ground next month at the former San Juan Motel on Stockton Boulevard and Young Street.

City officials are crediting their status as the first city to receive a pro-housing designation from California's Department of Housing and Community Development for the state's $2.5 million grant supporting the project.

Sacramento Housing and Redevelopment Agency (SHRA) program manager Whitney Hinton said Mutual Housing will oversee the project with a groundbreaking set for June 17.

"SHRA has owned this land for many years and are excited that construction will start next month," she said Tuesday.

Councilmember Eric Guerra's district includes the upcoming San Juan Apartments and he says the site has been a blight for years after the San Juan Motel closed.

Now, the project is among other bourgeoning affordable housing developments in the area like The Heights on Stockton Boulevard overseen by Mercy Housing, which is set to have 198 units.

“[San Juan Apartments] has been years in the making to provide greater density along Stockton Boulevard,” Guerra said. “This is also a direct result of the city council’s proactive approach towards obtaining a ‘pro-housing’ designation from the state.”

Sacramento first earned its pro-housing designation in February 2022.

State officials made about $9.5 million available for cities deemed pro-housing in its second round of Prohousing Incentive Program funding released earlier this year.

"Just the amount of dedication it takes to go and get a fix at the state level and to work on that, it can sometimes take years in and of itself," said Vice Mayor Caity Maple. "Then to follow it through all the way through is really incredible."

The recent $2.5 million grant coupled with trust fund loans brings the total project funding to about $22.7 million.
