EARLIER: Sacramento's Vice Mayor, Allen Warren, is accused of sexually harassing and having an inappropriate relationship with a city employee for nearly two years, according to a report filed with the city on July 31. The report also alleges the city councilman requests his staff to work on projects for his personal business.
Warren told News10 on the phone that the allegations are untrue, and he is shocked and saddened by them.
The alleged harassment happened between August 2013 and June 2015, during which District 2 City Councilmember Warren served as Vice Mayor. According to the complaint, Warren allegedly used his supervisory position over the former aide to "repeatedly coerce her into submission to his repeated sexual requests." The claimant states Warren's demands included inappropriate touching at work, meeting for sex during the work day and accompanying him on "sexual escapades" to various cities.
The woman said shortly after the alleged harassment started, Warren took her to a cabin in the woods near Oroville. Inside the cabin, the claimant states Warren got out his shotguns and started to use them for target practice. She said she feared for her life, and Warren responded by laughing at her.
In the report, the city employee said she suffered, "severe and extended physical, mental and emotional distress," and lost wages and benefits. She is seeking an unspecified amount in damages in the complaint.
The report states when the claimant tried to stop the alleged harassment, Warren threatened her job.
In May, the claimant refused Warren's requests again. At that time, she states Warren requested she spend work time on non-city-related work for his personal business, New Faze Development. The woman claims Warren often spends city-work time on his personal business.
The woman refused to work on this other project, and she states after that, she was threatened with termination in 90 days. Several days later, the claimant was terminated from the city.
Warren grew up in Del Paso Heights and went on to play for a feeder team for the New York Yankees. When his baseball career ended, Warren headed back to his hometown. Warren's childhood friend Julius Payne said he is shocked by the allegations.
"The Allen Warren I know – no, it doesn't, his character, his demeanor and everything, that's totally out of character for him," Payne said.
The City of Sacramento is investigating the report. It is not a criminal investigation.
The claimant has not filed a lawsuit against Warren at this time.
