Nine months after the program was first announced, Stockton Mayor Michael Tubbs laid out plans on how some residents will get $500 a month, no strings attached.
"We have people in our community, our neighbors, friends, who are working incredibly hard, working themselves to death literally, still can't afford basic necessities," said Mayor Tubbs.
The Stockton Economic Empowerment Demonstration, or SEED, will give away $500 a month for 18 months to 100 residents of Stockton. The criteria for how the money will be distributed was announced, and people will be selected randomly.
One thousand mailers will be sent out to random addresses in neighborhoods throughout the city where the median income is at or below $46,033. That figure was chosen because that is the city's median household income, according to Mayor Tubbs.
Other criteria includes being at least 18 years old and "occupy a residence within the City of Stockton." How the money will be spent will not be monitored.
"I imagine for some people it will be transportation," Tubbs said. "I imagine for some people it will be healthcare costs. I imagine for some people life happens and your transmission goes out or you need tires."
The "invitations" will go out in November 2018. The money will start going out in February 2019, and all the money is donated. No taxpayer money is being used. SEED Director Lori Ospina could not say for certain if the money would not be taxed.
