MERCED, Calif. — The Associated Press is calling Democrat Adam Gray the winner of Congressional District 13, flipping the House seat from Republican to Democrat.
The Associated Press declared Gray the winner at 9:51 p.m. Gray also declared victory Tuesday. Incumbent John Duarte has not conceded, and ABC News has not yet called a winner in this race. This is being called the last outstanding House race in the country.
187 votes separate Duarte and Gray.
The race is a rematch of the 2022 midterm election, which was one of the closest House races in the country. Democrats bet on higher turnout in a presidential election year in this majority-Hispanic 13th Congressional District, which Democrat Joe Biden comfortably carried in 2020.
Gray, a former legislator, has been critical of state water management and puts water and agriculture at the top of his issues list. He has also said he wants improvements in infrastructure, renewable energy and education.
Duarte, a businessman and major grape and almond farmer, has said his priorities include curbing inflation, crime rates and obtaining adequate water supplies for farmers in the drought-prone state.
